NJ ICE Agent: Retired Union City Police Lieutenant and Killer Cop Juan Loaces

A few weeks ago in March 2026 ICE agents across the United States were ordered by Donald Trump to staff airports due to the partial federal government shutdown that left TSA numbers dwindling. Scores of bumbling agents from around the country went viral for their presence, harassment of those waiting for flights, and general laziness. One such agent who was stationed at Newark Airport has now been identified as retired Union City Police Department Lieutenant and killer cop Juan Loaces.

Loaces can be seen on the top left, standing next to an unfortunate looking ICE agent several decades his junior.

While Loaces reportedly kept a low profile during his time at Newark Airport, he should be considered an extreme danger to the community. Loaces has a storied violent history and long-standing connections within the Union City government which has both shielded him from punitive action and given him power and money.

Loaces started off as a police officer with the Union City Police Department around 1990 and wracked up several disciplinary write ups during this early stage of his career. In the late 1990’s he was promoted to a police detective role and continued to act with impunity. In 1999, Loaces and several other police detectives tortured and murdered a man they had falsely placed under arrest in Union City. Esteban Rosario, was arrested for trying to help his step-son who was being harassed by the police detectives and for allegedly assaulting Loaces. Loaces placed him under arrest and he and the other police detectives laughed with each other as Rosario began having an asthma attack stating they would “let him die”. They then watched Rosario struggle to breathe and refused to administer aid until it was too late to help him. Rosario later died.

The family of Rosario, who witnessed his horrific murder, later sued the Union City Police Department and went through a civil trial in the early 2000’s. While none of the detectives were criminally charged, the civil suit found the Union City Police Department and the detectives civilly liable. Specifically the suit found that Loaces was the aggressor in the situation and had falsely arrested Rosario which ultimately led to his murder. Union City, NJ was forced to pay $2.5 million dollars to Rosario’s family as a result.

Loaces and the other police detectives faced zero repercussions for their actions and were allowed to continue doing their jobs. Over the next few decades Loaces climbed the ranks of the Union City Police Department reaching the rank of Lieutenant. As a Lieutenant Loaces continued his shady actions, causing car crashes and committing time card fraud.

Shortly after the car crash and time card incident Loaces decided to retire, receiving a $133,000 a year pension. Likely due to his connections within the Union City government Loaces was immediately set up with a cushy “security” job within Union City, making $91,000 a year on top of his already massive pension.

Loaces was not satisfied with almost a quarter of a million dollars a year however, and at some point between 2022 and 2026 decided to become a NJ ICE Agent. Loaces could have retired and lived a quiet life but instead chose to terrorize immigrant communities. Whatever reasoning for Loaces’ shift to ICE, whether abject greed or sadism or some combination of the two, Loaces has been given a massive amount of power to maim and murder, just like he had in Union City, NJ.

The sad and bitter irony here can’t be ignored either; in a matter of a few years with his pension, security job, and position as an ICE agent, Loaces is set to make well over what the New Jersey Court System valued Esteban Rosario’s life at.

Loaces is in his 50’s, is married, and currently lives in Northern New Jersey and has had previous addresses in:

  • New Milford, NJ
  • Union City, NJ
  • Hamburg, NJ
  • Carteret, NJ
